[ecasound] static when using mpg123 in to lame out

Any idea why this might happen? The input file is this:

when I run

/usr/local/bin/ecasound -i input.mp3 -o static.mp3

i get


it sounds like it's not random data - the beats sort of match the original, but it's full of static and messed up.

and my ecasoundrc file looks like the below
